Key Senate Legislation

  • SB 110 - People with Disabilities - Victims of Crime. Specifies the jurisdiction of state agencies and law enforcement to investigate long-term care facilities suspected of elder and dependent adult abuse.

  • SB 118 - Children with Incarcerated Parents. Requires case plans adopted by the county for each child receiving child welfare services to include information about a parent's incarceration.

  • SB 391 - California Transportation Plan - Greenhouse Gas Reduction. Requires the Department of Transportation's California Transportation Plan to identify the statewide integrated multimodal transportation system needed to attain a statewide reduction of greenhouse gas emissions to 1990 levels by 2020 and 80% below 1990 levels by 2050.

  • SB 1266 - Alternative Custody. Authorizes the Department of Corrections and Rehabilitation to offer a program enabling qualified female inmates, pregnant inmates, or inmates who were primary caregivers of dependent children to participate in an alternative custody program.

  • SB 1143 - Community College Student Success Task Force. Creates a task force to develop strategies and programs that improve community college student success including certificate and degree completion and/or transfer to a four-year institution.

    Her legislative agenda also includes measures to: streamline the K-12 education governance process; improve school district and teacher effectiveness; expedite the education mandates reimbursement process; improve higher education student success; and improve delivery of services and continuity of care for the elderly to keep them out of nursing homes.

  • Carol was also well know for her efforts to require insurance companies to cover the cost of tests for detecting ovarian cancer, for working with other legislators to update the state's master plan for education, and for fighting to prevent off-shoring of jobs funded by state contracts.
